The talent descriptions include some additional advice on when different utility talents are the most appropriate choice.
- 15Speed of LightLong Arm of the LawPursuit of Justice
Speed of Light offers burst movement that is best for fights with significant area damage that must be quickly avoided.
Long Arm of The Law offers a steady movement buff that is relatively easy to maintain. It is most useful when you are required to move quickly and more frequently than the Speed of Light cooldown allows.
Pursuit of Justice offers passive movement speed with an additional boost for your pooled Holy Power. This is a good all-around choice, especially for easier content or fights where you do not need to have the burst speed available from the other talents in this tier.

Fist of Justice provides a powerful stun that is useful in almost every fight.
Repentance is situationally useful in fights with eligible targets (Demons, Dragonkin, Giants, Humanoid, or Undead). In general, this is not a commonly used talent.
Blinding Light provides a useful form of area crowd control that is situationally useful in some fights.

Selfless Healer allows you to frequently cast a free and sometimes potent heal. As Retribution, Selfless Healer provides a flexible healing option that allows you to occasionally help your group, or reserve the heal for yourself.
Sacred Shield provides a strong damage absorption shield. In general, it mitigates less damage than the other talents can heal, but it can be used to absorb incoming damage rather than healing it after the fact. Sacred Shield is just as viable as Selfless Healer for Retribution, and is relatively easy to use in your rotation. Sacred Shield is especially valuable if you are able to keep all 3 possible shields on targets without disrupting your damage.

Unbreakable Spirit is the top choice in fights where you need to use your damage mitigation abilities multiple times.
Clemency doubles the effectiveness of your many Hand abilities. This can be very helpful in fights where your Hand spells are a core part of your group's strategy.
