The talent descriptions include some additional advice on when different talents are the most appropriate choice.

Juggernaut allows for more frequent use of Charge over the course of a fight. This ability is helpful for boosting overall mobility and is a solid choice that is easy to use. However, Double Time offers more overall utility for players who are able to make use of back-to-back Charges, and is most useful against highly mobile opponents.
Double Time converts Charge to a charge-based system, which allows you to use Charge back to back. Generally, Double Time is the most useful talent of this tier and the ability to Charge back to back can greatly help close the gap against highly mobile opponents.
Warbringer provides a small stun that is generally less useful than the major mobility boosts provided by the other talents in this tier.

Second Wind provides passive healing via a leech effect that triggers at low health. However, the leech effect is minimal and provides less healing than the other talents in this tier.
Impending Victory offers a big heal when you are in melee range, but can be difficult to use when it is needed most.

Heavy Repercussions is a strong choice in fights where you will frequently use Shield Block as a mitigation ability which allows you to benefit from a passive damage boost.
Sudden Death provides strong burst damage potential with more frequent use Execute. Additional burst damage is always useful in PvP.

Storm Bolt offers the ability to deal decent ranged damage and stun opponents is useful in almost every fight. Storm Bolt is the top choice in fights where you need to control a single target.
Shockwave provides an area stun that is invaluable in almost every fight and the cooldown reduction regularly triggers, allowing you to use the ability quite frequently.
Dragon Roar is the least useful talent of this tier and offers less damage and utility than the competing talents.

Mass Reflection reflects spells back to their casters on a relatively short cooldown. This ability offers some utility against caster opponents, but is generally less useful than other talents in this tier.
Safeguard is a strong talent thanks to its flexible use, low cooldown, and team-saving abilities. Almost every single PvP fight will present an opportunity to use Safeguard to save yourself or a team member, escape roots, and more, which makes it generally the most useful talent of this tier.
Vigilance reduces the damage received by another team member. In general, the other talents in this tier offer more overall utility.
Avatar provides burst damage and crowd control removal. However, due in part to the long cooldown, this talent is the weakest choice of the tier.
Bloodbath offers a high amount of burst damage on a short cooldown. This talent is the top choice when you need to deal additional damage to a single target.
Bladestorm offers additional damage and immunity to crowd control. This talent is the top choice when you need to deal additional damage to multiple targets.

Anger Management reduces the cooldown by 1 second on many of your abilities for every 30 Rage that you spend.
Ravager provides additional targeted AoE damage on a moderate cooldown.
Major Glyphs are all highly situational. Your Glyph choices will largely depend on your team and class composition.
