The talent descriptions include some additional advice on when different talents are the most appropriate choice.

Plaguebearer simplifies the process of maintaining and spreading your diseases.
Plague Leech allows for most flexible use of Runes of any talent in this tier. The extra Death Runes can be used for damage, crowd control or survival abilities.

Lichborne allows you to become temporarily immune to crowd control effects which is useful in almost every PvP encounter.
Antimagic Zone provides modest protection from spell damage and is difficult to use in PvP encounters.
Purgatory allows you to briefly cheat death but is not as helpful as Lichborne, which allows for proactive crowd control immunity.

Deaths Advance offers movement speed boosts that are helpful for closing gaps or avoiding some forms of crowd control.
Chilblains offers more opportunities to slow your opponents, but Chilblains should only be considered if you're playing with a group that already has ample stuns and do not need you to take Asphyxiate.
Asphyxiate offers a ranged stun that is potent and useful in virtually every PvP encounter.

Blood Tap removes any randomness from your Rune regeneration. The dependable Rune regeneration of Blood Tap and the ability to use the Death Runes when you need them the most makes this talent very useful in PvP encounters.
Runic Empowerment offers strong, random Rune regeneration that can help you deal burst damage or use an extra crowd control ability. However, the randomness of this talent means you may not have an extra Rune when you need it most.
Runic Corruption offers a near constant boost to Rune regeneration which allows for more frequent use of Rune-consuming abilities, but Runic Corruption does not offer any potential to help deal burst damage..

Death Pact offers a burst heal that can be helpful when facing opponents with a high amount of burst damage. But for general PvP play, you are better off with Conversion, which offers more consistent damage mitigation.
Death Siphon offers a small amount of damage and healing that is not very valuable in most PvP fights.
Conversion offers sustained healing and allows you to heal while kiting or take the edge off some incoming damage. This talent can also be activated multiple times to increase the healing per second, while increasing the Runic Power costs.

Gorefiends Grasp can be helpful in specific comps where you can stack players in a specific location for maximum area damage. However, this is a tricky combo to execute which makes Gorefiends Grasp a very situational choice.
Remorseless Winter has little use in PvP fights; it is easy for opponents to remove the debuff before the stun triggers. In general, you do not want to use Remorseless Winter in PvP.
Desecrated Ground essentially works as a second PvP trinket, granting total crowd control immunity. This effect is useful in virtually every PvP encounter.

Necrotic Plague simplifies the process of maintaining and spreading your diseases while providing some additional Runic Power.
Defile offers an upgraded Death And Decay that deals additional damage and provides some damage mitigation.
Breath of Sindragosa provides a combination AoE damage and healing cooldown that drains your Runic Power.
Major Glyphs are all highly situational. Your Glyph choices will largely depend on your team and class composition.
