Plaguebearer simplifies the process of maintaining your diseases and is a pretty poor talent as a result. Diseases are already easy to maintain and Plaguebearer does not offer any new interactions.

Lichborne should be used in fights where its crowd control immunity prevents you from losing control of your character.
Antimagic Zone is your top choice for this tier whenever it can be used to mitigate raid-wide magic damage.
Purgatory is best used when fights have the potential to deal massive damage to a single target. If the damage is raid-wide, then use Antimagic Zone.

Deaths Advance provides increased movement speed which is almost always a good thing.
Chilblains is an acceptable choice for fights with specific mechanics that require frequent snares, but is generally less useful than Deaths Advance.

Runic Empowerment is the least useful choice of this tier. It provides random and unpredictable runes, making it difficult to use Death Strike when you need it most.

Death Pact provides a potent self-heal on a moderate cooldown. It is useful in every fight, especially since it has no resource cost and will not interfere with your other abilities.
Death Siphon provides a ranged heal that deals some damage. But the high resource cost makes it a less useful choice than Death Pact.
Conversion provides healing over time that can help mitigate prolonged periods of low or moderate damage. However, the resource cost of Conversion is quite high and is generally less useful than Death Pact.

Gorefiends Grasp is useful for fights with frequent adds that you need to group up or move to your position.
Remorseless Winter is useful for fights with adds that need to be kited, snared, slowed, etc. It is also helpful for applying stuns to trash mobs when clearing easy content.
Desecrated Ground is helpful for fights where you might be subject to effects that cause you to lose control of your character.
